What Can Be Checked Out & Length of Checkout Period

Overdues, Billing, and Replacement Charges
-
Students who have bills, or unpaid billing fees will have checkout
privileges revoked until items are returned and fees paid.
-
Students will receive a billing statement identifying materials
that are assumed lost. There is a $5 billing charge for each
statement.
-
Community patrons who are delinquent for any reason, will have
their check-out privileges revoked until the delinquency is
cleared and any associated fees are paid.
-
Items
checked out by faculty for an extended period of time must be
brought back to the library at the end of the Spring semester for
check-out verification.
Any item not returned will be assumed lost.
-
Dependents who have any bills or unpaid billing fees will have
checkout privileges revoked until items are returned and fees
paid.
-
Patrons, whether they are Henderson or Ouachita students, faculty,
staff, or community members, will receive a statement identifying
materials assumed lost. There is a $5 billing charge for each
statement.

Replacement charges for lost or damaged materials will be a
minimum of $50.00 per item or the price of the item -- whichever
is greater. Replacement copies will not be accepted.

Overdue notices are a courtesy provided by Huie Library. Failure
to receive a notice does not relieve the patron of the
responsibility to return or renew materials within the designated
check-out period.

To
assure timely reception of notices, please notify Huie Library’s
Circulation Desk whenever your address changes.

Group Study Rooms Policy

Only
Henderson State University and Ouachita Baptist University faculty
and students are eligible to reserve the Group Study Room.
-
Valid
Henderson State University or Ouachita Baptist University ID cards
will be checked at the Reference Desk.
-
The
room may be booked one week in advance.
-
The
room may be booked for a two-hour period. Booking periods may be
extended if no person or group is waiting.
-
Community patrons may use the Group Study Room, but only on a
non-priority basis. Henderson State University and Ouachita
Baptist University students and faculty will have priority use of
the room.
-
No
food or drink is allowed in the Group Study Room.

Internet Policy
-
Huie
Library’s primary mission is to provide academic resources to Henderson
State University’s students, faculty, and staff. Internet access is also
available to HSU dependents and to OBU students, faculty, and staff.
Priority of use will be given to members of the HSU community.
Huie Library does not
censor its resources, regardless of format. The library is responsible
only for the content of those pages bearing its name. The library is not
responsible for the accuracy of information found on the Internet.
Patrons should evaluate sites for content and accuracy. Selected
resources may be offensive to some patrons; parents are responsible for
their children's use of the Internet.
Community patrons
As a
service to the community, a limited number of terminals are provided for
community use, with the following restrictions.

Community
patrons must sign in before using a terminal.
·
A community
patron is allowed thirty minutes on a terminal but may use the terminal
for a longer period if no one is waiting.
·
Community
patrons may be asked to vacate terminals if HSU patrons are waiting.
·
At the
librarian’s discretion, a community patron pursuing coursework may be
logged onto an HSU terminal.
Misuse of Internet terminals will result in revocation of Internet
privileges. Misuse includes but is not limited to:

Use of
accounts or network identification assigned to others
·
Destruction
of or damage to equipment, data, or software
·
Games,
including role-playing games (RPG), and chat
·
Reconfiguring workstations
·
Attempting
to override computer system security
·
Disruption
or unauthorized monitoring of electronic communication
·
Violation of
software license agreements
·
Harassment
of others
·
Violation of
another's privacy
Note: In compliance with
Arkansas Act 1533 of 2001, patrons under the age of 18 will have Internet
privileges suspended if using public terminals to access sexually explicit
websites. Repeat offenses will result in revocation of Internet privileges.

Interlibrary Loan Policy

Who may use interlibrary loan?
-
All HSU students, faculty, and staff are eligible to use the
Interlibrary Loan service.
-
OBU students, faculty, and staff are not eligible to use HSU's
Interlibrary Loan service.
-
Community patrons may use Interlibrary Loan for a $1.00
processing fee per request plus lending fee, if any.

What may be borrowed?
-
The patron may request journal articles and books not held by
Huie Library. Circulating items may also be requested. The
library will not process requests for items held by OBU's
library; students may check items at OBU using their student
identification.

The library will process requests for dissertations and
theses, although many libraries will not loan these materials.
-
Items that are difficult and sometimes impossible to obtain
include rare or valuable books; videotapes; bulky or fragile
material; recently published books; and materials with local
circulation restrictions, such as reference or reserve items.

How many requests may be made at one time?
-
There is no limit on the number of requests a patron may turn
in. Usage of ILL is based on need.
-
During periods of peak ILL usage, patrons turning in numerous
requests should prioritize
their requests so that all patrons have access to the service.

Charges for ILL
-
Most interlibrary loan requests are processed without any
charge to the patrons (There is a $1.00 processing fee per
request).
-
Lender Fee:
All students: You are responsible for the first $5 of
any lender fee. The library will subsidize $25 for any
additional fees per student per semester.
Graduate Students/Faculty/Staff: The library will
subsidize $50 of lender fees per person in a fiscal year.
Community patrons: Community patrons are responsible
for all lender fees.

Processing fees:
All students: You may request up to 30 returnable items (books, AV materials, etc.) per semester at no cost. A
$1.00 processing fee will be charged for each additional item
requested, even if the request is not filled. Fees may be
waived for research purposes with confirmation from a
professor. This restriction does not apply to periodical
articles.

Article rush requests are frequently faxed and are more likely
to accrue charges.
-
Books may be FED EXed at the patron's expense.
-
Payment of ILL charges is due whether or not the patron picks
up the item.

How long does it take?
-
Most requests are processed within 24 hours.
-
Articles usually take 2 to 10 business days. Length of time
depends upon the lending library and its turn-around time.
-
Turnaround time for books cannot be determined exactly as each
lender treats requests differently; in addition, there may be
few lenders available. Please allow for at least 2 weeks.

How long can I keep an interlibrary loan book?
-
The lending period for interlibrary loan material is set by
the lending library.
-
Renewals on interlibrary loan materials are strictly at the
discretion of the lending library.
-
Requests for extensions must be made at least three days
before the due date.
-
Repeated disregard of due dates may result in the suspension
of borrowing privileges.

Return of ILL Materials
-
Patrons are responsible for the return of ILL materials by the
date due.
-
Failure to return a recalled interlibrary loan item within 24
hours will result in a $5.00 fine. Interlibrary loan
privileges will be revoked until the fine is paid.

Books not picked up by the patron by the due date will be
returned to the
lending library.
-
Articles not picked up by the patron will be discarded at the
end of the term.

Lost Items
-
Patrons are responsible for all charges accruing from lost
Interlibrary Loan materials.
-
Unpaid bills will be sent to the HSU business office, at which
time an additional $5.00 billing fee will be added.

Electronic Transmission of
Articles
-
HSU faculty and other libraries may
request that articles in the library’s collection be sent to
them electronically. For
libraries
who choose this option, please notify the Interlibrary Loan
Department of Henderson at
(870) 230-5188 or by email at
libloan@hsu.edu.
-
Articles received electronically from
other libraries may be forwarded electronically to HSU
students, faculty and staff who choose this method of delivery.

Note
to Faculty
-
The Interlibrary Loan Department's primary goal is to provide
our campus community with articles and books not allowed by
Huie or Riley Hickengbotham Library. Interlibrary Loan is not
a copying service. The Interlibrary loan staff will, however,
provide copies of articles held by Huie Library to faculty who
are currently teaching and working on their doctorates.
These requests will provided on an "as time and manpower
permits" basis only. Due to budgetary constraints we cannot
offer this service to all faculty.

Library Rules of Conduct
While in the library the following are prohibited:
-
Attempting to take any item from the library without properly
checking the item out.
-
Smoking or use of tobacco products.
-
Verbal or physical abuse of other patrons or staff.
-
Sexual misconduct, such as exposure, offensive touching, or
sexual harassment of other patrons or staff.
-
Bringing in animals other than those authorized by the
Henderson State University Security Office.
-
Disruptive and unsafe behavior, such as loud talking,
screaming, slamming doors, running, fighting, throwing things.
-
Engaging in any activity prohibited by law or any conduct that
unreasonably interferes with others' use of the library.
-
Failing to comply with reasonable staff requests.
